You're on the right track, I have had plenty of 964's with this issue and it almost always goes back to the pump. The pump is located under the front of the car in its own little hideaway just behind the suspension, but I assume you found that if you say you changed it. They get stuck if left sitting, sometimes you can free them up but most often you just need to replace it (be happy you don't have an MFI car).
You will only hear or feel the pump run after the key has energized the starter solenoid, then it will run a few seconds and turn off unless the engine runs. Check the fuse, I forget the # but it is about 5 from the bottom on the side closest to you, there is a little yellow tool to remove the fuse in the fusebox, and a few spares there as well. I believe is is a 20amp fuse. You can also check the DME relay and hear an audible click when the key activates, I think its #56 and you can trade a few non-essential relays to make sure it works.
I'd bet the problem is inside the pump itself. Hope that helps.
