These are the reasons that many folks are afraid to be foster parents. Years ago, my wife and I were looking into adoption. Then a high profile case hit the news where a couple legally adopted a child at birth but when the crack addict mother decided she wanted her baby back the govt ripped that two year old child out of her parents arms and gave her back to the birth mother. Right then and there we said we would never adopt because we couldn't risk the heartbreak if that happened to us (it would have killed my wife).
Any time the govt says "I'm here to help you"...
