Yes, as I recall. It was for dramatic effect for their news video. Most of the issues involved fuel leakage upon side impact, and liquid drops were apparently not as dramatic on the evening news. Mind you, the side-saddle tanks held a max. capacity of 40 gal. (20 gal. in each tank).
I don't think the NHTSA needed the NBC footage as evidence of the basic defect. It was a done deal by that time. In the report cited, even the engineering staff wanted to opt out of potential liability when they were assigned the task.
The Pinto case is similar, but that's Ford.
