Errors in the heat of the moment. It happened right after the 'mayday' call. I noticed that even Sully repeated 1539, but I think he was pretty busy with other things.
The flight number, Cactus 1549, is assigned by the airline (USAir - owned by AmericaWest airlines out of Phoenix, AZ, hence the 'Cactus' nickname, a holdover from the AmericaWest days).
The number does not change.
