The centers of the rims typically get scraped up because they stick out more than the lips. Most likely the PO tried to park close to curbs and realized that a little too late. Missing cover on the rain channel is typical as they often break a the hinge. The shrunken leather on the dash is another typical problem.
As for the PPI, try and find another competent indy that the seller does not deal with.
