Cold weather makes no difference whatsoever to my initial idle speed.
Rick - I've had my throttle body off several times for cleaning, reseal... and never noticed the "port" This isn't the throttle position screw you're talking about right?

My idle on startup stays consistent in any weather, but it also doesn't get very cold here in Atlanta....
