I have to agree with Rusty, and most of the other posts above.
I'd disagree with the idea that smaller, private companies can collectively do what USPS does. They cannot. This is an industry, a service, that depends on volume. Less volume would mean higher per-piece costs.
I'd agree with Moses (I usually do, but don't tell him that) that I'd prefer they simply price first class postage at a level which funds the service.
And finally, last but not least, I would be fine with a proposal that bulk junk mail costs should be FOUR TIMES THE FIRST-CLASS POSTAGE RATE. By weight, I get at least thirty times more junk mail than meaningful mail.
