Neither should be a problem in a safety check. My US car is in miles. You might want to do the headlights so you don't blind people but I doubt that it will need to be changed. The safety is just a basic check - wipers, washers, brakes, lights etc.

Yes to insurance. Rates dependent upon location, vehicle, usage, age . . . the usual.
Smogging for cars after 1987. see Drive Clean But it is not annual.
No MOT annual check.

Your car might be worth more in Europe than here. Some research might confirm or deny.
