How about the Seagull Decade?
I think it works on two levels:
On the one hand, you have the seagulls from "Finding Nemo" that constantly chant "mine" whenever they see something.
On the other hand, you have a bunch of people (particularly in government) that fly in, make a lot of noise, s*** over everything, and then leave...
