i think the problem is that they weren't listed as bongs but as x-mas ornaments.....hence trying to deceive customs......anything deliberately listed wrong really rubs customs the wrong way........
tommy chongs problem was that he was sending them over state lines and there was some specific federal law which was broken and he was "made an example of".....
