Well ...there's a LOT I have never seen, but I have never seen a double set trigger that allowed BOTH triggers to allow the hammer to drop on a single shot weapon?
My experience is; the 'set' trigger moves the sear the first small distance and yes, it does feel like a normal 'pull '...then it STOPS - as the second sear notch engages the second ( hair) trigger.
At that point, the slightest pressure on the 'second' trigger fires the gun.

My thought too...that's why I called it a "set" trigger in my earlier post.
