Chris,
Rotate the needle CW until it stops and then let it go. It should go back to 0 mph. If not you need to re-position the needle to the proper low mark.
Another issue may be the tabs in the trip meter. Sometimes they get stuck in the close position and they do not let the speedo advance. A friend of mine had this problem.
