I seem to recall that they used the boot that covers the lug nuts.
The whole flap was that he did not remove the boot, damaging it would have landed him in hot water.
He simply eliminated their ability to tow the car (removing any leverage they would have to force him to pay) by putting it in his garage then told them if they wanted their boots they could come take them but he was not giving them a penny.
Stalemate.
