for max performance you will always want to use a wheel at the wide end of design spec. for a given tire

Understood. But most people don't think: hey, I want to run a 245 tire so what rim width should I buy?
Instead people think along the lines of: I can go with a 9" wide wheel, so should I go for a 235 or a 275? (Assuming both tire widths will fit under your fenders).
Disadvantages of a wider tire: weight, cost, and possibly heavier feel to steering.
