Nah - you misunderstood me. I meant that outsourcing/offshoring is now the norm, not the anomaly.
The new Carquinez bridge was done in Japan. The Straight of Messina Bridge (think longest suspension span in the world) is currently being built in Japan, the Hardanger (largest suspension in Norway) is getting started at the same facility as the SFOBB in China, and the upcoming Tagus Third Crossing (Lisbon, Portugal) will most likely be built there too.
BTW, regarding quality: take everything you hear with a grain of salt.
