One thing most homeless lack (other than - a home, ha ha) is common sense.

Doesn't sound like he was running from the officers, they were "rousting" them (i.e., getting them to move on) and the guy just gave a parting shot as he was Huffy-ing away.

That's not entirely unexpected behavior from some homeless dude on a bike - who probably was some low life showing off for his low life friends, as you speculate. However, one should expect a little more professional behavior from a government law enforcement agent, or at a minimum that law enforcement officer's behavior should not be deemed "hilarious" or applauded. The officer is paid to deal with low lifes like that, on a professional level. That's part of the territory, and if he can't handle it he should not be an officer.

When you have government officers administering "technically" illegal beatings on citizens on a personal whim, that's fascism.
