And i disagree with your assertion. Because a CCW holder would just shoot the guy without any warning at all, ending the situation right then and there. I mean c'mon, you see a guy with a mask and gun, there is not really much mystery as to what's going on. It's highly, highly, highly unlikely that it's anything but an armed robbery in progress.
Again, for all we know, this guy was going to open fire anyway. The man was not afraid to open fire on the police, i'd say there's a heck of a chance he'd have popped one of his victims just to get his jollies off.
The only person i blame in this incident is the criminal, though i am sure in hindsight the cop wishes he'd just shot first. Sherlock Holmes would have.
