PCA is a tough one. My local chapter is a bit "old" for me and I've never been bitten by the autocross bug (which they do well). I don't race either, so Hooked on Driving is a better track club for me. I mainly pay PCA dues so that I can get soaked for corral parking at Laguna for the Monterey Historics when my friends run out of crew passes. I have to agree that the Panorama is pretty lame other than Mike Cotton and Bill Oursler and there are better classifieds online at Pelican, Early S, Rennlist, or even Craig's List. PCA membership just doesn't seem to mean what it once did and I've been meeting more interesting people on the Pelican "flash mob" drives, which seem to attract more of a hot-rodder/air-cooled crowd.
Incidentally, I've been a BMWCCA member for years as well and it's been a much better deal. Local shops offer 10% on parts and the local dealer offers 20% on parts AND labor to members, the Roundel is a pretty good full-sized glossy magazine with a great Tech Talk section entertainingly written by Mike Miller, and BMW's "Membership Reward" program has netted me $1500 in cash over the past five years, including $500 for buying a CPO used car!
