You are missing a critical tool to complete the job. It is called an OPRV alignment tool(available on Pelican) and must be inserted in the OPRV hole before you tighten down the oil cooler cover. Otherwise the hole in the oil cooler cover will not be aligned with the OPRV bore in the block and the OPRV could jam.
