FROM Chihuahua. When we stayed in a hotel there, many years ago, the tourist magazine told that the dogs were so over populated, that they were basically considered no better than rats. The cities in the state (Santa Maria, which is now Cuidad Chihuahua, Juarez, etc) started eradication campaigns to kill them all off.
I guess they missed a few...
