This one's annoying... but also extremely funny when you really think about it;
One day I was approaching a 4-way stop about a quarter mile from home... on my way home after work. That being a busy time of the day, there were 3 or more cars at each stop sign... more approaching.
The woman in front of me had never bothered to learn the rules of how to navigate a 4-way stop, so once she got up to bat, she just sat there until everyone else from all directions had gone through.
I think it's more funny than annoying.
