Yep. In F1 they are driving machines designed specifically for the task they are doing.
In NASCAR, they are driving machines descended from machines that were never intended for racing.
I will say that there is A LOT more engineering going on in NASCAR than most people understand. They have figured out how to get a pushrod V8 to rev up to 9,000 rpm and produce 900 hp. They have figured out how to implement a form of traction control through the ignition system. They used to tweak the bodies for aerodynamics (the templates used to just cover certain dimensions and they would play with the places between the templates) and have separate cars for short, long, and road courses. That all has been outlawed with the COTM.
