if you have the M030 19mm rear, there are 3 holes on each lever arm - placement allows for effective rate change - placing the link in the hole nearest the torque tube, thereby shortening the arm, makes the bar stiffer - conversely moving the link toward the end of the lever makes is softer

depending on your setup, a stiffer rear bar generally moves toward oversteer, and softer moves toward understeer

the eccentric at the bottom of the droplink is for camber adjustment
