The e-brake is a pretty simple system so the cause for this "hill assist" feature can only be limited to a few parts. My thoughts on this are that the e-brake shoes are not dis-engaging when loaded in the backwards direction. This would seem to indicate that the shoes are not set correctly, or the expansion spring gets jamed or something similar. My suggestion would be to remove both of the rear disc/drums and watch the operation of the e-brake components when someone else is cycling the e-brake for you.
