A direct weight thing won't really work as you can have people who tip the scales harshly but easily fit into the seats...
Why not just do what they do with the carry-on luggage? You know those little metal frames that say your carry on must fit into THIS? Make one for people. Make it like a door. You must fit through to get in one seat. If you can't, then you have to buy two seats. Right there at check-in.
If nothing else, it would be fun to watch!
