If you want to polish the whole wheel, and its in rough shapre, use a power plisher, (you can rent it) at @ 2400rpm and 3M rubbing compound. Buy a few wool or sponge bonnets, cause you are gonna tear them up.

Once you have all the oxidation off, and its starting to look like metal, wash it down and start over with metal polishing rouge.

All of the above at any auto paint supply store.
