Mainly because the average car buyer is as savvy as a turnip. John Q Public is getting dumber by the minute and has reached a point where he cannot make a decision for himself; he has to have someone tell him what to do.

I am trying to sell a car to a guy in Canada. It has to conform to certain regulations, one of which is Canada's bumper standard. There are exactly 2, count 'em, 2 parts in a US version of this car that are different in a Canadian car, when it comes to the bumper assemblies. The idiot bureacrat in question has been provided with a letter from a Canadian dealer that identifies these two parts, backed up by supporting drawings and parts lists for both cars, so that he can see for himself what the differences are. HE IS STILL ON THE FENCE AND WON'T ACCEPT THE CAR.

That kind of stupidity is hard to deal with.
