Definitely. My wife, who's a deaf ed teacher, has seen kids show up in kindergarten with one and 2 word vocabularies. Or middle schoolers with 10 word vocabs. ALL of those kids will be behind in school, some more behind than others. Her biggest accomplishment this year is getting one kid who's only deaf go from 2 years behind to 1 behind(so he can play sports). Both teacher and student have had to bust their tails to pass 2 EOG's in one year, but it's possible.
Just think about this if you've got kids. How many words to they hear versus how many do they see? That's half the issue in and of itself, just plain old exposure to words in general.
