My plan:
POR 15 over everything, then their (POR's) primer over that so the undercoating has something to bind to, then the undercoating.
Don't take chances or get cheap with some crap from Pep Boys. Rust never sleeps and it WILL eventually win if you give it any chance.
It's a shame to do all that work and then skimp on the protection that only ensures you'll be doing it again soon.
