I would say such an issue would be entirely between buyer and seller. If they disagree, then they won't be able to agree on the price, and a transaction won't occur. Personally, unless I were looking at a concours car, or one that was presented as being entirely original, including paint, I wouldn't think twice about a respray, unless it was really poorly done. I bought a car once that looked like it had been painted with a brush. No *****. But in the end it was a $1700 car and I didn't care.
