My manual has some hand cranking info if the Targa motors fail. Not sure about 996, but assume it is the same.
Don't know about lube, but I spray all the moving bits and tracks with silicone spray from time to time, and it has stopped squeaks and creaks. Do the motors still work? You can spray silicone on most of the Targa tracks even with the roof closed, as it drops into the channel first.
Wish I could offer more useful info. May have to talk to a dealer.....
