I just did or am still doing a similar modification to my back bumper. I was actually able to cut my back bumper shocks and weld them to bring my bumper in about 2.5 or 3 inches. I can post some pictures up later when I am on my computer instead of my phone. It worked real well. I am removing the bumperettes as well and over all saving 14 lbs on the rear bumper assembly. I know it doesn't match the 27 lb savings of the fiberglass rears but this was free so far instead of $300 and it may still offer at least a litttle parking lot bump safetey where as the fiberglass ones will definately not.
