I believe it is in the engine compartment driverside window corner in a black box that you can open. IIRC it is the white relay (7 pin). There should be a digram on the relay, jump pin sockets 30 (hot) to 87 (path); if you hear it spin it runs direct from the Bat hot circuit. If not then fuse, relay or wiring issues on the other circuits. It most likely will not harm things if you briefly jump a different relay. Do not leave jumpers in after testing.
Check to listen for a click from relay when you turn the ig switch to on and start run. If no click, as you know could be bad. Depending on the relay diagram...but you can put 12v to a pin (15 on some) and ground another pin (31 on some) to listen for a clicking.
