Mine were but I cannot confirm that it was that way from the factory althoughmy seats were original.
There is supposed to be a steel plate with a nut in the center that goes into the seat rail. I checked the archives as well as the Pelican catalog but cannot find pic for you.
I believe they are only used for the front mounting location.
