Did you get the car good and hot before it was tested? I failed my first test a few years ago and passed the next day by doing nothing more than getting the turbo and exhaust hot before they sniffed it. A few second gear pulls under boost will heat soak everything and the numbers may improve enough to pass without tinkering.
