Someone with some interesting techniques has been working on your motor. That's a hell of a way to seal the rocker shaft in the second photo. The nut you are holding secures the cam tower to the heads. The nuts with the allen drive on them down in the holes where the fins are secure the heads to the case via the head studs. Torque depends on what motor you have. If all the allen head bolts are tight by hand, you don't have a pulled or broken cylinder stud.
