Raccoons will only forage where they find things to eat, no food, they will go away. So it's a garbage issue.
At least in NYC (Manhattan) they have to cross the bridge to get there.

Garbage is defiantly a draw & a big part of the problem. But a coon will dig up and destroy a lawn looking for insects. They will break into a house and open the refrigerator and invite the clan over for a feast.
