It has also become a monumental inconvenience and the perception is that it's a waste of time to have to pay attention to.
This is a problem that's not going away soon. We have a "perfect storm" of driver distraction right now:
1. People constantly overworked/stressed/tired/needing to "multitask"
2. Lots of new gadgets/gizmos/distractions/electronic toys
3. Horrendous traffic management plans creating stupidly slow transit times, which only contributes to people viewing it as a waste of time
4. Too many people trying to use roads/resources at the same time
I am an avid motorcyclist (was more so when I lived out west) but I can understand easily how this could happen. On a bike (bicycle or motorcycle) you absolutely MUST assume that everyone IS actively trying to kill you at all times. That's not a cliche or an exaggeration - I mean it.
As despicable as this is, this woman deserves her day in court, as does anyone accused of a crime.
