Are you using real soap? Like Dial? Soap scum is a hard water reduction product and is pretty much only attacked by acid. CLR will certainly work, and it is listed as safe on fiberglass. You could try full strength vinegar as a soaking agent, it is a little stronger than Kaboom.

After you get it cleaned up, try switching from a soap (Dial, Safeguard, Ivory, etc) to a Detergent (Zest).
