Is your PP account attached to a bank account or credit card? If its a bank account, cancel the account and tie it to a credit card.
PP has been known to tie up (put a hold on) people's bank accounts for six months or longer even when you prove that you are in the right.
As far as overseas shipping and checking that it was delivered. Sell something overseas ONLY if you are allowed to use UPS/FedEx or DHL that will give you a signature of the delivery.
