I recently went though something similar with Paypal and an overseas sale. I faxed Paypal a copy of the Customs Declaration and the original postal receipt.
They gave me my money back after a few days.
To be on the safe side, send it registered/certified. Request a signature. Do the most secure shipping the postal service offers.
