It was meant as a similar line to the why you should have personal firearms. "When seconds count, the police are minutes away".
I have no issue with the Navy, or the Police for that matter. But they can't be everywhere at once, so you must be able to defend yourself. These pirates count on the merchants not being armed, and that the insurance companies will pay.
