I guess Joe from AZ didn't check a map either as he got confused too it seems and it was the National City police that had the bad reputation for hassles but then they tore all the bars down and put up hotels and strip malls so few Navy people go there unless they live there.
Anyways, it would be best if we had more details and the next time maybe if trailers are to be moved post a question of the best way to get around so any possible trouble points are avoided. I used to do that when going to L.A. so I would know what freeway exits to make sure to NEVER pull off even in an emergency of I'd be dead before the car stopped!

I think we got plenty enough information from him to determine that the cops in your town are money grubbing armed toll collectors.
Which would make them essentially the same as any and all other cops.
