On the one hand I'm actually kinda' okay with this since it doesn't add to existing law, it merely enforces it. And it starts whacking consumption, which we should be doing.
On the other, the whole attitude of "well it's OUR money (not yours) and we have a right to know where it is - and charge you for the privilege of using it" doesn't really resonate with me.
