Even illegals can get a drivers license in most states. All it usually takes in some states is an ITIN from the IRS and proof of residence (such as a power bill).
Her car should have insurance on it, and would cover anyone who is driving it with her permission. She may get dropped after a claim if he does not have a license, but the insurance would still likely pay the claim. Depends on state laws.
Joint bank accounts do not automatically throw you into a common law marriage. There are many legit reasons for two people to have a joint account. His reason, though, is not legit. There is no reason for him and her to have a joint account to save for a home. Let her have the account in her name only. He can still make deposits into it, but can't steal the nest egg when he get's deported.
Is her having a joint account with an illegal "aiding and abetting"? Not like anyone would prosecute for that these days, but I'm just throwing it out there.
As mentioned, you are not going to change her mind as long as she's "in love".
