I don't agree with their methods but the Japanese fleet is whaling illegally according to international law. The capture of whales in that area is only supposed to be allowed for research purposes, hence why you see the word "Research" painted on the side of the ships. The Japanese aren't conducting research though, they are whaling for commercial purposes.
