Andretti was a driver, not a manufacturer. His decision not to hang in Europe between races to test wasn't a matter of distance but attitude.

While most of the race shops are in England - there's a large source of specialty shops supporting the F1 teams based there, that shouldn't have made that much of an impact on the team. They were based in NC (?) which has a sizable supply of machining and fabrication expertise as well.

I think it was a lack of funding support - sponsorship. Without a deep-pocket sponsor to foot the start-up costs, any team is behind the eight-ball. If they only needed a few mil more, maybe they could have called upon the F1 fans in the US for small donations until they could enlist more sponsors (or pay for the Cosworth engines they needed).
