OK, mystery solved.
We checked the vent line last night and it was clear. Checking is again today yielded the same conclusion and the filler neck was clear too. Upon disassembling the filler neck it turned out my dad had forgotten to remove the masking tape on the tank's filler before clamping on the filler neck hose junction piece.
