You can cut the rubber sleeve back to good wires. Solder the wires at the new joints and slide on heat shrink over the new wire and ends. Fill in around the rubber sleeve with some silicone to keep water from going inside the factory sleeve. Everyone should check these resister wires for the condition shown in the picture.
