I wouldn't take a certified check unless I was at the bank and saw them write it.
DMV is not going to make sure the funds are good, and around here title companies just do real estate.
Each deal is different, titles are not always clear. For example, I just bought a truck from Ohio, seller had a loan. Wanted me to get a certified check, made out to his bank, and he would mail me title later. No way I was leaving Ohio w/o a title. So I wired funds to his bank, flew to Ohio to inspect truck, went to his bank, I approved the transfer, they released title and he signed title to me witnessed by bank notary.
